楊自力教授，美國(guó)耶魯大學(xué)經(jīng)濟(jì)學(xué)博士（1993）、現(xiàn)為紐約州立大學(xué)賓漢頓分校經(jīng)濟(jì)學(xué)教授，曾在清華大學(xué)、麻省理工學(xué)院、賓夕法尼亞州立大學(xué)等高校任職。主要從事資源與環(huán)境經(jīng)濟(jì)學(xué)、能源經(jīng)濟(jì)學(xué)、經(jīng)濟(jì)建模、應(yīng)用博弈論、中國(guó)經(jīng)濟(jì)等研究工作。完成了多項(xiàng)美國(guó)能源部科研課題，與William Nordhaus教授合作開(kāi)發(fā)了全球著名的氣候經(jīng)濟(jì)集成模型（RICE）。在American Economic Review等著名期刊發(fā)表學(xué)術(shù)論文近20篇，論文被引用200余次（SSCI），曾獲1997年Energy Journal 最佳論文獎(jiǎng)。美國(guó)國(guó)家科學(xué)基金會(huì)、IPCC報(bào)告評(píng)閱人。
內(nèi)容簡(jiǎn)介：
In this talk, we will analyze the impasse, caused by polarizing positions of the United States and China–in international negotiations on carbon mitigation. By incorporating the Bern carbon cycle module into the RICE model developed by Nordhaus and Yang (1996), we set up a framework for tracking regional contributions to carbon concentration and to global climate change. Our proposal, labeled the “color preservation” principle, uses regional contribution share to global carbon concentration as the criterion for international cooperation. Through simulations in RICE model with Bern module (RICE-B), we examine the rationales of the arguments made by the United States and China. We conclude that both countries’ standpoints are severely flawed. To facilitate the global cooperation on carbon mitigations, major concessions are needed from the two top carbon emitters.
